Niji are the ones who collab with literally anyone as long as they meet the 3-digit CCV requirements and aren't named Pippa Pipkin.
Selen even said her manager gave her permission to collab with Ollie last year while Ollie never really talked about it. There was even a moment where rpr was trying to talk to Ollie about Selen for a good 3-4 minutes and Ollie just avoided the subject entirely pretending like she didn't hear him.
Besides if it was on Niji's side Millie would've collabed with HoloID by now. She's really close with all the ID's and has mentioned them on stream while no one from ID has ever mentioned her. Even if her manager tried to tell her no she'd just do it anyway and accept the consequences. Knowing she hasn't done that means it's Hololive's side that won't let her show up on their streams.
