You see the concept of Kizuna Ai was to create a brand that was immortal; talents behind the character could be changed as needed, so there was no retirement of the character due to age or scandal. Perfect in theory. This was back when they thought pre-recorded video shorts would be their bread and butter. The "talent" was nothing more than a voice actor, like in anime and video games, so had almost no impact on the character herself. She was just a voice actor reading from the script. She didn't even need to move the 3D body, you could get some random intern to wear the mocap gear.
But then livestreaming exploded among vtubers, both in terms of popularity and profitability. Livestreaming meant you couldn't dictate a talent's exact words and reactions through scripting and post-production editing, unlike their pre-recorded videos. A talent is no longer just a voice actor, but the full mind behind the character. Which obviously means swapping talents is no longer just a voice box change, but a full brain transplant, so to speak. Which is why fans rioted when the company shitcanned original Kizuna and tried to replace her with three copies.
So when you think of stuff like this as vtubing, just remember that the person you're hearing is just a voice actor, nothing more. Her personality, actual words or actions can easily just be an entirely different person.
