No. You can even organize them and create playlists, even change thumbnails. A year or so ago there was DMCA strikes all across twitch and many streamers had to delete all their vods because of music they've played on stream.

but for ethics, it's up to the streamer to actually enable VODs, but that's after knowing how to avoid DMCAs, as historically explained with >>22741678

14 days for normal users and more depending on your status where the vods can no longer be viewed publicly. It is still a necessity to create an external vod channel so viewers can watch vods past 14/60 days
