This school LITERALLY advertises as school for not-like-other-girls (and boys), their advertising narrative is that you can still follow your dreams even if your family and people around you want to take a conservative path of having an office job / taking up a family business / etc.
The fact that she knows fashion brands, paints her nails, uses cosmetics etc also doesn't make her riajuu. In most countries there are enough girls who don't use makeup and dress tacky and still have a relatively normal social life, but not in Japan. I saw even the most fucked up and deranged girls still trying to look girly and presentable, I'm sure even someone like Chloe who doesn't bathe for weeks puts on something cute, does makeup and uses perfume when she has to go out in public. What I'm trying to say is that it doesn't necessarily make people around perceive her as feminine, hell, in her recent RM stream where she showed a bit of herself chat literally said she has zero femininity despite her wearing a cute skirt and a blouse under her jacket. It's about manner of speaking and behavior, not only about appearance.
