It's up to streamers (of both agencies) to follow their own contract. Management helps when asked.
Niji/Holo collabs are harder than most because both companies want potential collab partners to sign a contract to cover their asses in case the out-of-agency streamer does something dumb, and to avoid their copyright agreements and the like from being violated with their IP on screen, even if it's not on their own channel.
And perhaps most importantly, they have to protect "company secrets". A lot of the back-end technical stuff, they basically can't talk about with each other the way they can freely with others from their agency - so they basically have to constantly go back and forth with management on setup details.
Niji and Holo each have their own set of such rules, and the rules might conflict, so it becomes a tangled mess. ID seems to have a standing agreement. EN and JP don't. They could, but they don't. Why is anyone's guess.
None of this means they CAN'T collab. it just means it's a PITA, so it's not worth spending the time to make it happen.
