Like others already said, best outsider guess is that "Omega" was simply the vanity project of a single guy (and given that he must have been somewhat powerful enough to get his OC into official company lore, people speculate about him being the branch director / EN producer from the grapee interview

(also if we assume that OA = AO-chan, Ina's old chatmod, he already had some experience larping as a cringe loreshit sidekick character, and probably thought the time is ripe for higher things and wanted his own independent fully-realized character).
Why does Cover HQ would give a single guy so much power that he could self-insert his harebrained character? The japanese bosses probably had too little oversight or concern for what goes on in the EN sidebranch (basically the only orders given are "make us money" and "don't cause us trouble", and everything else beyond that they don't really care about), so a single rogue branch director could have enough leeway to push his little personal vanity project through with no pushback. Another indication that this was just someone's personal project and not a grand Cover project is the fact that the character "Omega" seems to be soft-retired /dropped now anyway and we haven't heard from him in a while (possibly because the faggot person behind him got dropped as well). If it were an actual Cover corpo project, you'd think they'd at least do something else with the character to keep him alive, or simply swap out the person behind it playing them, but no, no one else seems to care, indicating that there was no greater plan behind it.
