Influence is hard to measure, but I think the best metric for measuring it is in how it tangibly effects the behavior of others. "Inspiring others to become Vtubers" is a bad metric because, at the end of the day, its money that really inspires women to become Vtubers.
There are two types of influence relevant to this conversation: historical influence and current influence. Aqua, Sora, Fubuki, and Coco all rank high in historical influence but low in current influence. Those four have all done things that tangibly effected the course of Hololive's history. However, for one reason or another, those four no longer influence Hololive's destiny to the same extent as they used to. Pekora ranks the highest in current influence because her behavior tangibly changed the behavior of her coworkers. I have to keep reiterating this point: Moona and Kiara would be significantly less popular if it weren't for Pekora collaborating with them. On top of that, she's the most popular Holomem by a noticeable margin.
Korone and Miko are the most widely memed Vtubers, true, but there's a difference between people knowing you exist and people being actually influenced by you.
