A constructive critique requires skill to do, e.g. a beginner shouldn't be telling a cook why his dishes are bad and how to correct them, because he doesn't know.
However a beginner can say that something tastes like shit or that it feels lacking. This doesn't require skill to understand, and a professional should be the one to look at audience response and see that he messed up.
