Issekai the word refers to being in another world yes.
But issekai THE GENRE has evolved to refer to a set of themes, settings, archetypes etc that one can expect from almost every "issekai" show.
If you take an existing issekai, and remove the part in the first episode where they get transported to a different world, the show still has more in common with every other issekai than it does with any other anime. It's still an issekai even if you take out the going to another world part. The "another world" part of the genre is the least important thing about it
This, what I'm saying is, goblin slayer is a generic issekai story that looks and plays out exactly the same as almost every other high fantasy issekai.
