(By chance, does anyone know of any sites that have data from 2018? I would love to see those)
Mel, in spite of putting in Ayame-tier hours for months after her debut (usually only streamed 1-2 times a month), was averaging 1100-1500 ccv at this time. While these were below average, they put Mel more in the mid-tier than bottom tier. I honestly wonder if she would have been top tier if she went into Hololive 100% rather than split her focus on RM.
Even before meme clips took her popularity into the stratosphere in late 2019, Fubuki was in a constant fight with Sora and Aqua was the #1 CCV for most of early 2019.
Matsuri appears to look to have been a streaky streamer with a sizeable gap between her highest highs and lowest lows but her median ccv during this period was around 1600. She was constantly on the cusp of being in the Top 5 during this time.
AkiRose truly is the one where one can say her wings got clipped due to her early absence when she underwent surgery to fix her degenerative hip that was impacting her health and dancing ability. During these early months in 2019, her average ccv was a mere 600-800 which put her around AZKi and only ahead of Miko and Suisei who were both active but not quite officially under the Hololive banner at this stage.
Haachama was the biggest surprise for me as during these early months in 2019 she was pulling in lower average ccv than even Mel, usually around 950-1100. I guess her seiso Haato personality didn't sell that well to audience interest?
