If for some reason or other the individuals then want to collab less (whether that's by just not being as interested anymore, too busy focusing on their own projects more, or having each grown so self-sufficiently big that they simply don't "need" to anymore, etc.) then it just is what it is, going by simple occams razor, without needing to assign blame either way and artificially trying to make this into a good company vs bad company argument about who's blocking the collab and for what nefarious reason. I don't care either way, it's not like they "need" to collab anyway, and both are doing just fine enough on their own nowadays.
Also your screenshot doesn't make any explicit point either. "But that idea was, um, simply rejected" is so vague that everyone can read anything into it (and unsurprisingly, what gets read into it is mostly just what conforms to personal biases). It doesn't tell us who rejected the idea and why.
Could be their own Cover management (it's not like Cover itself is famous for being so libertine unrestricted and letting its talents do everything they want), could be [other company's management, presumably Nijisanji you mean?]. And it doesn't give us a reason why it was rejected (again, which mostly just leads to people filling that hole with whatever speculation fits their own narratives).
