I think the key to what makes ER feel as difficult, if not easier than, DS3/BB is whether or not the person was willing to just leave and level up, then come back. The only story boss that's balls to the wall hard regardless of your stat investment is Maliketh, the rest are pretty easy if you just leave and come back at a higher level after fucking around in Caelid or something.
Sure, at that point, you could say that ER is the hardest From game if you 1) play solo, 2) don't use a meta build, 3) don't summon, 4) don't overlevel [which in ER means "not exploring or doing side content"], etc., but at that point you're operating under so many parameters that it's easier to just say "the game is as hard as you make it", while DS3 and BB's difficulty is very hard to overcome outside of just getting good.
