Bilibili as a platform compared to Youtube is kind of a dead-end, most of the foreign interest is based on their hilariously inflated and in some cases outright fabricated install/userbase numbers, even Youtube Gaming has a faster adoption rate internationally than Bilibili has in China domestically - the benefit for Hololive was the large number of Chinese/Japanese bilinguals actively translating, not CN as some sole provider. Once the double-dipping was no longer an option they cut the correct weakest link. Still, Hololive was bigger in China than NijiCN is today, and it will remain that way for at least another year, even though Hololive cut operations there...
I also guarantee that most people hyping up Nijisanji's activities in China never actually watched one, so check out 99Tsukumo, her English is cute and she needs more support, and Uka, he has autism (his entire gen does honestly)

Mirai Akari is the one who started experimenting with more "casual" vtubing and even early streams, she also pushed forward the ideas of vtubers collaborating as a primary draw for a stream where Kizuna was initially very solitary, forming some of the first vtuber networks
ironically Mirai never moved to being a full livestream channel, even though she was the one who proved the value
both are incredibly important to what exists now
