Aqua, Ayame, and Shion are the cutest in the way a trophy-wife's miniature dog is.
They hit all of the standard marks for cuteness: Small, perky, cute voice, and are easy ways to get attention. The thing is, that's about all they're good for. People spoil these dogs, and eventually they come to expect constant pampering, and rarely give anything back except for when they feel people getting exasperated with them. Shion and Aqua even had comeback streams right next to each other, which makes it feel like they're reading off the same cheat sheet. Regardless, whenever they make a halfhearted return, the masses will fawn over them until they're satisfied enough to disappear for another month or two.
Meanwhile, other holos have a much more profound cuteness to them, like a big dog. There's still a lot of things that make them cute, but as you get to know them, you learn how much cuter they are when it's enhanced by their character. A big dog has a personality that comes out as you get to know it, and they respond to your love by trying to please or protect you, resulting in a mutual feeling of gratitude. Most other holos only try harder over time: they release albums, participate or put together large collabs, guest star in other 3D lives, all while streaming consistently. You'll never be able to communicate to the small dog fans just how much cuter you find the big dog is, because their brains simply cannot comprehend it; dogs are just objects to them.
Long story short: Yes, but only until personality, not mannerisms, comes into play.
