This is the worst part of current Stars and it pisses me off. So overall I actually agree with you on most points, and yeah Uproar didn't really solved most of the problem the current Stars had. But as I said Cover can't do much if these kinds of candidates don't send their auditions, and I'm sure most of the guys who have big plans for streaming won't try out the unpopular subbranch of Hololive.
