Maybe Ina only set her t0 later, but I definitely remember seeing t1s being gifted in her Elden Ring stream.
I've checked around elsewhere and everyone else that I could check has the feature turned off entirely. This includes people like Suisei who previously had it turned on.
There's nothing for Mori to do while the default stance is to keep gifting off entirely.
I like the thinking that Ame and Ina have had, and if it can be fixed so that streamers can set the level that gifts funnel to then this is a good idea, but this feature is completely irrelevant in the meantime while Hololive just completely blocks it.
