Lost Children Hime
Hime's banned from most tournaments, and for good reason. Her unique Mother's Rage mechanic is an overcorrection for her lackluster supers, essentially guaranteeing a one hit KO 60 seconds from the start of the match. Moreover, though her specials (chest defense, vanish) do no damage, they are amazing for stalling tactics.
Overpowered Tier:
Nyan of the End
Nyan's normals hit hard and give immense amounts of meter, allowing her to spam her LV1 Snake Eyes super at will. As well, she is the only character who has a LV5 Super, Extinction Event, which is unblockable and KOs at 100% health. Her only downside is the frame-perfect timing windows on all of her moves, ensuring that even the most seasoned Nyan player will drop a combo more than once per fight.
Beast 666 Ironmouse
Mouse's normals do ludicrous amounts of damage, and she has permanent super armor, ensuring that even if you take a hit you'll hurt them more than they'll hurt you. Her LV3 super, Song of Seven Mouths, doesn't do much damage, but is very easy to combo into and guarantees a stun.
False Prophet Bubi
Most people don't think Bubi deserves this spot, but honestly, half of his specials are Ironmouse summons, do as much damage as they do if you picked Mouse yourself, and she retains the super armor. Mouse is Bubi's shield, and he can spam her to no tomorrow. His only downsides are his own rather small health bar, lackluster normals, and pathetic supers.
Still Pretty Good Tier:
Last Harvest Snuffy
Snuffy used to be at the bottom of most people's tier lists, until they discovered Scythe Throw. This special is great at area denial, basically locking off a third of the screen at any time, and furthermore, combos into anything, including itself. Spam at will.
Maximum Z3N
This recent update introduced Z3N's LV3 super, Dragon Install, which grants Burning to all of her normal and special attacks. She was a great speed character before, and the extra damage from Dragon Install pushes her just above Melware.
Melware Final Edition
Melware is all about spamming T1Ms. She can maintain 6(!) at once, and each active one adds more damage to her LV3, Spam/Delete. Though not as useful at area denial as Snuffy's Scythe Throw, you can change the detonation time on each with different inputs (1, 3, 5 seconds), ensuring your opponent will need to keep on their toes.
Bad Haruka (End of Time)
Haruka only has two specials, Aura and Displace, but they have very easy inputs, and more importantly, they combo into each other. A good Aura->Displace->repeat chain can take off half your opponent's life, if you manage to juggle them that long. Her LV3 super, Double Double, isn't very useful, but it's hard to say no to 50% bonus health.
Buffs Please Tier:
Silvervale (married)
I feel like Silver got forgotten with the "End of the VCU" theme of this title, because she plays like she isn't even involved. She has bog-standard wolf summon specials, and her LV3, Peace of Nature, does mediocre damage and only applies a minor slow debuff to her opponent.
Rotten Apricot
Everybody's favorite lich has the most specials of anyone else in the game, and each applies a debuff (Dying Flame = burning, Sudden Shock = stun, Grave Cold = slow, Ominous Wind = pushback). Unfortunately, to maximize the damage of her LV3, Burial, you need to apply all of them, in that order. It's likely you'll need to break the order due to the situation, and either do mediocre Burial damage, or ignore the super entirely.
Sole Survivor Vei
Vei is in serious need of a buff. She does mediocre damage normally, and only reaches Snuffy's damage numbers after her LV3, Sky Dragon. Further, Sky Dragon is more of a detriment, as it greatly increases the size of Vei's hitbox, and removes her ability to block(!), trading that for super armor instead.
Garbage Tier:
Goro
Useless. Not recommended.
