Delta somewhat won the lottery because she gets one of the biggest pros of working for cover the name recognition from being part of HoloLive without having to deal with the cons since she doesn't work for Cover. Like she is at FAR more risk then holotalents since everything is out of pocket but that risk also gives her potential for big returns.
Also we do not know how cover handles merch. All we really know is that the talents cover the cost but receive most of the revenue and that managers have the power to shoot down merch ideas.
