It's a weird collective lead by Gyari. We he started out with Pikamee, Tomoshika and Monoe, my guess is he barely had to spend any money. It was a four person collective with little expenses (Gyari did all the designs himself and the rigging didn't seem complicated on the early models).
So, VOMS had initially other talents because of that.
Now, why did they hire 2 more people that have no real success? After Monoe got ebosi'ed out of there, I guess he found it bizarre to have only two talents on his "agency". Who knows: he should have known that VOMS success was due to Pikamee bilinguism and constant streaming, the "kill da ho" clip, and 2020 being 2020.
