It's a beta feature that slowly gets rolled out, so not all channels get access to it at the same time. Also there is some stigma to gifted memberships, since not everybody wants random grays to have access to membership content (goes for both viewers and vtubers; some have told their audience not to gift memberships, until they can limit membership stream access).

There's probably some kind of a priority system to gifting like if you're a constant watcher, you're subbed, you interact etc. then you have a higher chance of getting one.

True, but it should still be the streamer's decision how they want to handle memberships. I don't think the real problem are gifted memberships themselves, but rather the implementation and how Google fails to provide even the most basic customization options and a way to opt out of the beta.

In theory, but there is an interactivity algorithm.
Accounts with low activity on the site in general (it doesn't have to be comments in live chats - just watching/liking/commenting/subscribing to channels/following links, all the stuff actual users do) are in general de-prioritized for literally everything. For example, when you select "top chat" vs "live chat", low activity accounts are the majority of the comments that aren't shown. It's an anti-botting measure.

Whoever coded this feature for Youtube is literally braindead if they didn't use that system to determine who gets targeted for gifts.

There almost certainly is. I hear Twitch's algo is influenced on things like frequency of watching that channel, how often you're on Twitch period, whether you've gotten a gifted sub for the channel in the past, and if you have any subs you actively pay for. YT's is almost certainly different but there's a good chance they take a lot of the same criteria into consideration.

If you mean the setting that allows you to receive them as a viewer, then it's currently pretty stupid. You gotta watch a stream/premiere of the channel and wait until someone gifts memberships. Under the highlighted message, you'll see an "Allow gifts" prompt. Clicking it will open a pop up, where you can finally opt in to gifted membership. That is to my knowledge the only way to do it currently and you'll have to do it for every channel, where you might be interested in a membership.

I noticed a few days after I allowed it, when i saw a notification about her Gartic Phone memberhip's stream.

this is only a problem on youtube because those with membership streams rather keep the memberships clean of randos who dont care enough to respect the privacy.
