Accounts with low activity on the site in general (it doesn't have to be comments in live chats - just watching/liking/commenting/subscribing to channels/following links, all the stuff actual users do) are in general de-prioritized for literally everything. For example, when you select "top chat" vs "live chat", low activity accounts are the majority of the comments that aren't shown. It's an anti-botting measure.
Whoever coded this feature for Youtube is literally braindead if they didn't use that system to determine who gets targeted for gifts.
