First of all, girls would lose a lot of potential fans (unicorns) that generate a significant portion of income for other talents. At this point it's well known that many holo fans are allergic to males and every girl who ends up doing more than 1 or 2 collabs a year gets hate and loses some viewers. One could argue that fans of males are the same but Luxiem proved that only small minority of fujos care and even if they skip male-female collab streams they bounce back once male only streams are on.
Secondly, talents are segregated in some instances without any choice. For example, many memorable interactions and events happened in Minecraft and Ark games but that gen wouldn't exactly be able to interact with each other casually because if all of them started to play on 1 server it would cause problems for other talents and thus attract haters. They could opt in for playing in their own server but that's even worse.
Finally, this may be a stretch but if this kind of group succeeded, Cover would likely consider debuting more groups like that which in turn could destroy Hololive's "seiso idol girls group segregated from males" image and cause some sort of issues with current fans or simply become irrelevant to new fans who seek this kind of entertainment. Overall, it would be a risky move for Cover and it would require a lot of planning and extra work which they're probably not willing to do.
