Also, one thing about skeb is that you have to make sure all your points and instructions are as clear as possible, do not leave any room for misinterpretation, write down every single detail, provide references if you can. Don't worry about them being comfortable with drawing holos or not, because as long as the pay's good, they'll usually take it.
Of course, you could always try other sites as well. Unfortunately, I'm only familiar with skeb, so I can't help you with the others.
