NijiEN's management are most likely Chinese nationalists (wouldn't be surprising considering how much Vox panders to china) and they have a hateboner for anything Hololive. There were several times where a collab was planned but got unexpectedly cancelled last minute.

Niji and Holo ID have a standard contract with agreed upon terms that they can basically freely use to collab. They probably made it when there were far fewer ID in general, so it was born of mutual benefit.

Niji and Holo EN don't. Which side is the holdup, your guess is as good as mine.

Probably because Cover want to monopolize the corpo en market for as long as they can. IDxJP/JPxJP cross company collabs where theyre all speaking jap anyway isn't going to draw in casual EOP viewers like say, a Pomu/Kiara collab.
I think the China rrat is weaker than this, if that were the case why let any Niji collab with any Holo at all instead of restricting it to nijiEN?
