i noticed vtubers that come from big agencies have super basic rigging it's not bad but it's not like the advanced rigging i've seen some indie vtubers have

No, Moona and Risu said it themselves. They have a few indie and 2views friends and they said that composers, illustrators, and other artists almost always charge for a higher price if the commisioner is a Holomem compared to indies.
It's more like normal price for literal whos and inflated price for Holos. They don't really care for exposure because Hololive only commision an already renowned artists.
That's why in the case of rigging, maybe Hololive asks for the minimum quality to lower the price as much as possible.
