it's not based on seniority, it's based on who hit sub milestones first. they 'earned' their 3d before some of their senpai, but are still relatively far from getting it.
that being said, it's essentially confirmed some of them will have it by nijifes.

The milestone for 3D is only 100k, isn't it? Everyone basically reached that on debut so they're gonna get that after the Selejos get theirs, then the VTA, then finally it's Salome's turn. That's why I said it's all about seniority.

To clairfy the Live 2D updates, this is only if your model doesn't NEED it. They rarely update live2d since the software itself is rarely updated.

You only need to appear in events, no need for record label. Moira has 3D a year before her turn, Roki and Shellin half a year before theirs (albeit no actual debut yet). None of them have major debut yet.

Salome can get 3D ahead from her position, but she wouldn't get it before Eden's since at Axia and Lain is pretty much confirmed to have 3D in Nijifes.
