Because Cover only cares about JPincel money and making males a part of it will diminish their returns. Leading Homostars to be deadweight unable to interact with the rest of the company.
And in a way they exists because Cover doesn't want to let Manjisanji fully dominate the male vtuber market.
Homostars is a contradiction on it's own and will never work, unless they release an EN branch since westerners don't care as much as japs do.

Current top males didn't climb to the top by themselves. Luxiem has 3 gens worth of girls supporting them, Kuzuha didn't come out with 1M subs either, top female Nijis collab with him a lot and they pushed him to the top. Holostars can become very huge if Peko/Miko/Marine constantly collab with them
