Most big dogs are better-mannered than small dogs, precicely because they could otherwise be more dangerous, so that's why their owners usually (again, disclaimer) put more care/effort/attention into their training, whereas owners of little dogs let their hellspawn run free and be an annoying little shit with almost no pushback, because "haha, what's the worst that could happen, he just nibbles your ankle, isn't he cute" etc.
I have a lot of contact with dogs, and just from the dogs I know, around 80% of the big dogs are chill and easy-going, while 80% of the small dogs are annoying untrained yapping machines.
Plus there's some personality type differences that come into play between the different breeds, but whatever your stance is in a nature-vs-nurture debate, the most important thing that either inhibits or enhances the proclivities of a dog is the discipline and handling of the owner (or lack thereof).
