Gura is an "ex-alcoholic", her drinking problems almost ruined her life. She shouldn't be drinking. Of course this was all a part of Mori's plan to turn her into an alcoholic again, she tried to turn IRyS into an alcoholic too.

I don't think she does it on purpose with malicious intend, but alcoholics are oblivious of their addiction. They just think it is normal that you'd want to drink all the time and offer you alcohol or whatever they are addicted to.
