You're correct that gen 1 failed speaking Indo, and yes you're also correct that Moona got big by pandering to EoP and "leeching" Pekora, especially since the big EN boom in late 2020. But this anon

At the end of the day, EOP would prefer a real EN talent because they can relate better to them compare to some Indonesian who speaks some broken English. Just like how ID audience find Kobo relatable, holoEN is just more relatable to the majority of EN audience.
That's why pandering to EOP is good only for short terms, because they'll slowly switch to true EN chubas as the time goes on and more EN chubas debuted.
