The question is interesting at first but thinking more about it it seems pointless.
Hololive needed the first kind of girls when they need grit, grinding and rapid growing at the start.
But that old Hololive for better or for worse died.
Nowadays, when their popularity is instantly gained before debut and there's no challenge anymore in streaming, it makes more sense to hire more established artists since they're priority is just their music and shilling career, and they care more about their mainstream credit.
So, in short, for the company it isn't. Sure, you lose the more zero to hero, rag-to-riches organic stories, and maybe it will be harder to get a wild card like Salome that revolutionize the ecosystem; but COVER is really comfy in a upwards trayectory so there's no point no rocking the boat.
