Interesting enough, although Voice-Ore is shit, they do seem to be trying to do something about Mizuki being forgotten. Much of the merchandising has her face and she's the only other one that have a full set schedule of streams lined up on her channel compared to Kogane and Rena. I also get a feeling that they're making Rena hold herself back since she's the most popular of the three which is why Rena's video is being kept unlisted, her merchandise usually on the bottom and her stream schedule is more limited even though while the other girls stream at least once or twice a day.
