Council was brought into the wildly successful Hololive EN (wildly successful from a Western vtuber standpoint, pls no bully with japanese ccv numbers). While they had to work hard, they didn't need to really push in the same was as Myth did. They got to be complacent if they wanted to, since Hololive EN was essentially an established powerhouse in the scene at that time
Myth on the other hand were literally thrown into the fire. People knew vtubers could succeed in the West, but no one knew the formula. Myth literally has one of the most diverse group of talents (in terms of musical talent, personality, artistry, and technical know-how). Cover was likely just tossing darts at the board and hoping something stuck. They worked Myth like dogs
With Council, they were able to somewhat coast by thanks to Myth's success. In the end, however, hard work > talent
