In the US that exists as a bit of a legal grey area where there is a decent legal argument for doing it, but in court there's no guarantee that they'd prevail on that and lawsuits or even accusations of hiring misconduct are pretty much always bad for business. I'm not sure whose laws apply, but that's my grade a1 best theory.

They're giving a small concession to the anti-idol culture crowd in a move that they believe will prevent future problems. Nipping in the bud the kind of faggots who wake up in the morning and make it their life's mission to find fault with all established cultural norms. Basically appeasing the reddit crowd.
>Head-huntingThis could simply be a half-hearted effort by Cover to enter the market and take the best talents they can off the table so that Niji can't gain too much traction in any given market.
It probably one of these 3 things. I've not seen my legal theory discussed much (and maybe there's a reason for that) but I think it's worth considering the fact that Cover is well aware that the market is slim for these guys, but has alternative motivations for debuting them anyway.
