They'd have to build a new festival area again. That's a lot of work and a lot of the ideas for it have been exhausted. Waling around a fairly samey festival ground wouldn't make for great content.

Summer festival arc was jam packed with some of the best hololive content to date.
And usaken only had 1 member months before hand.
What a time that was.
