The problem comes from their jobs not granting enough free time to maintain a relationship.
Let's imagine a hypothetical scenario where Kiara gets into a relationship with someone. Not in Hololive (that's another can of worms I'd not open now), just a regular person she meets at the vet or something. If you want a concrete example, think of me.
Your average person works in the morning, has some free time after 5-6PM until 8PM or so, during which time they wish to be with their loved ones, in this scenario, their girlfriend, Kiara. As you may all know, Kiara will most likely stream during this time, or if she doesn't, she's recording, practicing, having a meeting or doing anything related to her line of work. It's very clear that they can't see each other during this time (well they can try, but even regular streamers prefer to hide their partners from the camera as chances are they're not the entertainer type and their stream quality drops if they force their partner on the stream) and here comes the problem. Either Kiara streams less to maintain her relationship and her channel plummets as a result, or she puts her work to first place instead, leading to fights and potentially a breakup, souring the mood and once again her channel plummets.
Real life idols have a relationship ban for these reasons, too: they need to practice singing and dancing, need to appear on TV shows or in the radio, do fan events or actually perform while maintaining a healthy body and mind. If they get a boyfriend, this becomes much harder and no manager wants to deal with that shit. Most of the time the talents even agree, and as Kiara is an idolfag through and through, she also understands the risk of getting into a relationship, hence why she won't do it as long as she's a member of Hololive.
