No, the mandate was that terrible sea themed one that Cover quickly disbanded because it didn't work.
This started as a Minecraft skit and they work well enough as a duo that can't understand each other most of the time but make funny noises so they keep making covers together.

I think Gura does like Shion, but given how awkward and shy she tends to be with people that she isn't used to I gotta say I think it is corporate mandated... for the simple reason that someone like that wouldn't normally push for a collab with a person they can't communicate with. She knows she's awkward and she'd make it awkward for the other person as well.

I'll bet 80% of the time Gura was silent during her collabs with Shion she was screaming "kill me kill me kill me" inside her head

They are work friends. Shion and Gura approached each other very early on almost the same month Gura debuted. doing 2 duets is a lot of work and meetings plus the collabs. So yeah I assume they get along really well. I see it more like penpals though since they are on different continents and cannot understand each other well. There is also a possibility they are teaching each other English and Japanese.
