Back then, just like Nijisanji, Holos were doing this as a part time job.
I think they changed the rules to be 18+ once they announced 3rd Gen, could have been due to them setting up contracts for full time work (which would also explain why Shion, Ayame etc. can take so many breaks).

Im going to be honest, I thought so too at first, I stumbled upon one of her megaman 11 videos and my conclusion was that maybe there were 2 AIs, one that was taught how to play and one that wrote scripts, and then depending on the script the people behind the project would just do the animation of the 3D model.

I mean, it can be her real voice. Its only like 3 months though. Even Ollie noticably start to lowering her death scream (Compared the IDStar Amougus clips to her recent clips). It will gradually grows closer to more "comfortable" voice eventually.
