All of those provide an easy few months of low effort popularity
But in reality their only priority should be to build a personal brand, that attracts new fans and keep the established ones around
Because the casual niji fans that you might attract by in house collabs already know who you are and even if they sub they turn into dead subs as soon as a new shinier gen comes around
But in house collab are easy and comfy content to create, so I get if most of them will fall into that trap

Don't you see problem there, in your post. This rapid fire debut pace killed important part of chuubas momentum. There was almost no time to establish solid fanbase, and settle in. It took gura 3-4 month to accept that she is a Vtuber in Hololive. Reimu, Rosemi, and even Mysta got fucked mentally by the debut pace.

Selen has busted her ass and networked a ton but it hasn't meaningfully raised her CCV at all. I don't like acceleration and I don't like how Niji runs things but I'm not going to pretend they'd all be smashing successes if not for it. Noctyx has has the most time out of any wave to build a decent fanbase and they're pretty much still exactly where they started

Nijisanji allowed their talents to flourish by letting them debut.
They never give any major backend push, it's all on their livers to do that and always has been. From the start they said they were a platform for streamers to stream, not one that will make you popular.

I'm just waiting till there's so many that they give up trying to constant collab with each other and just stick to groups that collab well together. I don't need forced collabs with shitters who don't work well together.
