Yes, they will probably test the waters and I agree with the Quality > Quantity thesis, however, it wouldn't be strange for them to take the best talents and prepare them for debuts after the first gen even if they don't succeed. The Holostars model, while not a Niji ACCELERATE, involves prepping the best talents that auditioned and debuting them in order of preparation
Tempus most likely grew out of the initial call in December last year, which is when the first official mixed call, for men and women, for EN came out. This year's call was probably something to prepare a 2nd after NijiEN released Noctyx and announced the auditions again; in a business sense, it's a good strategy since talented people will always try all available options
And the "uh uh 3views, Niji guaranteed success" is silly to stop someone from auditioning. You can live well with 3views, in fact, it's already hard enough for you to get to 3views and that in itself is already a draw for Holostars. Also, it is already a known fact that Holostars' biggest economic power is the sale of Merch that doesn't go through the YouTube cut, so even with the 50% for Cover, the other 50% goes straight to the talent and that's quite a lot for an attraction
To finish, the investment in Tempus with a website and a lore, which honestly is much more solid and interesting than Council's at least, makes this rrat much more credible... But I certainly could be wrong. I don't work for Cover, I'm just a regular employee with an interest in business strategies
