There aren't any hard rules handed down by vtubing god, there's no longer anyway to gatekeep or enforce vtubing culture, and it's basically a free market of chubas as well as an evolving style of content creation spurred on by interest from both creators and their audiences alike. And as people invest in it, that investment creates a sunk cost fallacy which might spur on technological improvements as audiences routinely get bored and demand better spectacles.
Personally, I hope capture technology eventually facilitates vtubing, vrchat and facecamming all intersecting such that you wind up with people outright facecamming with vtuber avatars and seamlessly transitioning to virtual assets/worlds.
