Not to mention that it's not just the voice, she also sounds identical otherwise, i.e. the same laugh, the way she raises the pitch at the end of some words etc.
This also disregards that she just so happens to have the same interests as Haachama, her character design is a borderline clone, she's the same editing style on things like the twitter video she uploaded and so on.
She isn't "trying to fool people", she's just playing a different character.
If she didn't want people to know who she is then she wouldn't have uploaded that video.

We don't know this company's hiring practices and considering that they explicitly hired an already well established vtuber, she didn't require any training.
It also doesn't require 6 months to make a model, that could easily be done within a few weeks if you have the artists put in the hours.
