Is her laugh genuine or is it a character thing? It feels really awkward and I'm not sure if I should feel bad because that's just her natural laugh, or if it's just her version of ₕᵤhahaʰᵃ

Both. The laughtrack, a vtuber's most commonly used and valuable voice acting technique, has to be developed as a faithful imitation of person's own natural, "real" laugh, lest the difference be too great and obvious and self-evident whenever something sufficiently legitimately surprising and funny happens.

Yes, it is her genuine laugh. It's supposed to be an ojou laugh but gets mangled by autism and her inhaling as she does it. Sometimes she does the "oh these what peasants find funny" as said by >>2944406, but sometimes she just fucking loses it and laughs the same way but with a greater magnitude.

Reine's laugh sounds forced because it is. She isn't someone who laughs easy naturally, but being a streamer and having to rely on audio cues to communicate her feelings to the audience she has to "force" a laugh even when she finds something actually funny.
