Reading it quickly can only be achieved by reading and writing as much you can. If you see it by chance: Read it!
It will take some time until you truly memorize every character, so you will be slow in the beginning.
Being able to read Kana (+Kanji) without actually looking at every single character, will be achieved rather late:
If you see words often, like "ありがとう" you recognize it by just looking at it (not reading, if that makes sense). Obviously you can't do that, if that word is still unknown to you, so you have to pick up vocab.
How you do it is up to you.
For Kanji - again up to you, but learn at least the basic 80 Kanji, since you see those everywhere.
