This may be inaccurate but that's at least what everyone thought at the time considering minimal effort was made to hire anyone and it just sort of puttered out once the contest ended and actually doing the hard part started, so at a minimum Hiro fucked up hard and failed to convey there was a wage/commission involved if anyone would step up.
