Kenya is no way willing to take up the economic burden for Tanzania and Uganda, nor is Tanzania willing to give such land right access to entity/citizens of other countries; don’t forget the political differences between Burundi and Rwanda, the two government actively is on verge of war; the political differences too, with Burundi and Rwanda near-one party state, Uganda a flawed semi-democracy-military dictatorship, Tanzania an authoritarian semi-democracy with one dominant party, and Kenya the only democratic (barely) out of the five (I’m not even talking about South Sudan yet)
