Nijisanji has struggled with it. Another company shut down before it got off the ground. Various indies are hit or miss.
Korea is all about "real beauty" (plastic surgery) so the the idea of watching anime avatars isn't really appealing to most.
Maybe ... not next year but year after they'd consider a stab at it.
Spanish, a language they still sub now on videos, is the most likely next branch.
