Most likely to graduate next in EN is probably someone from Council.
Kiara and Gura love their job way too much they won't leave until they absolutely have to. Calli is locked in with her Universal contract. I could see Ame getting burned out and leaving I guess, but it's insanely unlikely. More likely she'd move to management, or just dial back streaming a bit while continuing to do major background support. Ina is the most likely for a surprise graduation; I don't see much tying her strongly to Hololive, but she clearly enjoys being part of it and won't leave unless some kind of major life change happens.
Fauna and IRyS are in a similar place as Kiara and Gura, won't leave until they have to. Bae and Mumei are similar to Ina, but by virtue of their age (still in school and all) are more likely to have life changes that lead to them leaving. Kronii I have no idea, she's much harder to read. I don't think she has any reason or desire to leave anytime soon, but who knows.
So if I had to guess Kronii might be the most likely, followed by Bae or Mumei. But none of them are anywhere near as close to 'likely to graduate' as Sana was.
