Iluna flopped because almost all of them are unsavory personalities (bitchy SJW, extreme female, opsec-retarded wigger, uki clone and @man, all of them with almost zero idea about vtubing culture and do's/don'ts), and the only agreeable personality there is shooting herself in the foot with super generic vtuber schedules such as apex, valorant, one hand clapping, etc.
Tempus is a big success... Holostars-wise, which means they're still very much down in the dumps in Hololive as a whole. They're lagging way behind Iluna in terms of subs; the strongest Tempus is 78k subs away from the weakest Iluna. They are, however on par or even sometimes outpacing them in CCV. 2 of them are fulfilling the brotuber niche that NijiEN either failed to fill or filled once then vacated (nijiEN had brotubers once, then quickly dropped after they realized fujobaiting earned way more money and views), hence why they're maintaining an impressive amount of viewership.
