Rape is the just punishment of the sinful, ordained by God.
Being granted the virgins of a defeated enemy for sexual use is considered the just reward for victorious warriors.
'Random' rape of women without the rapist having done anything of note to deserve this reward is considered 'Bad', but only to the extent that the rapist is expected to marry the raped woman since she is no longer a virgin.
By and large, the bible treats rape as essentially a missdemeanor (whereas consensual sex outside of marriage justifies a stoning).
Pekora not forgiving such a minor act goes directly against Jesus' message of forgiveness and should be treated with all the contempt such unchristian behaviour justly deserves.
