1.Not all who like loli like real children. Big portion of lolicons even find real children disgusting so lumping them together is not a good idea when discussing this "issue"
2.Strictly speaking about pedos, based on various stats 0.5-5% of men are attracted to minors so that's like having a country like Germany (or few of them) full of pedos and that doesn't even include women. Only small portion of men attracted to children commit sexually motivated crimes. On top of that, not all who committed of such crimes are pedos because significant portion of them are mentally ill rapists who happened to rape a minor because "he/she was there" and would have raped a woman or even a man if given the chance. So, the notion of "doing it one day" is no more right than wanting to kill your neighbor for mowing grass at 7AM and actually doing it
3.This is something that you didn't mention but I'm gonna throw it in anyway: some people believe that having loli porn normalizes pedophilia in some people's mind and makes it more acceptable to use children to fulfill their fantasies. This is what people at the UN believe(d) few years ago when they tried to essentially ban loli related shit worldwide. You know who objected? Japan. Why? One or two years ago before the UN meeting Japan made loli porn borderline illegal believing the same thing people at the UN believe. You know what that did? It increased sexual crimes against children almost instantly and had created debates among their politicians about this problem. In other words, loli porn was actually helping genuine pedos cope with their condition and virtue signalling idiots made it worse.

Assumptions shouldn't be made based on feelings without actually looking at the real world data.
